6/18 開催 研究会「北東部​にはなぜポスト紛争期がないのか」のご案内（再掲）

平素は大変お世話になっております。

先日も皆様にお知らせいたしましたが、６月１８日（木）、インド北東部の政治／国際関係の専門家であるサンジーブ・バルア教授を立教大学にお招きし、「北東部にはなぜポスト紛争期がないのか？」というテーマでお話いただきます。大国インドとビルマ／ミャンマーの国境地帯であり、両国の関係に大きな影響を及ぼす同地の紛争について、最新の分析が期待できます。

In recent years the familiar flow of news about armed conflicts or insurgencies in India’s Northeastern borderlands has been punctuated by reports of ceasefires, arms surrender ceremonies by rebel groups, and peace accords. Yet there isn’t much talk of post-conflict peace building or reconciliation either in academic or in policy circles. Indeed it is quite rare to find the use of the adjective ‘post-conflict’ to describe conditions in the region, or in any part of it. One of the reason I argue is that the government’s policy paradigm puts all its eggs in the development basket and does not really think in terms of post-conflict. But Northeast India also has a dense network of activists. Even though there are tensions between activist agendas, they share one thing in common. In contrast with the official paradigm that is focused on the future, activists consider sustainable peace to be an attainable goal. One must take these activist agendas seriously because they make a post-conflict future imaginable.
